Videoconference takes place at ESCEG with the National Academy of Public Administration (NAPA), belonging to the Ministry of Internal Affairs of the Socialist Republic of Vietnam

Based on the Memorandum of Understanding signed in June 2019 between the Higher School of State and Government Staff (ESCEG) and the National Academy of Public Administration (NAPA), belonging to the Ministry of Internal Affairs of the Socialist Republic of Vietnam, it is developed, last night, March 1, 2022, an academic exchange to agree on the Plan of activities to be developed this year, as part of the implementation of the signed Memorandum. The collaboration between the parties will be carried out through the development of videoconferences aimed at training cadres for the performance of their management positions; exchange of experiences in the formation of cadres and scientific production and research.
The opening words of the virtual exchange were given, on the Cuban side, by Dr. C. Mercedes Delgado Fernández, Rector of the ESCEG and, on the Vietnamese side, by the Executive Vice President of NAPA, Mr. Dr. Nguyen Dang Que.

On behalf of the ESCEG, in addition to the Rector, the vice-rectors M. Sc. José Ramon Díaz Delgado, Dr. C. Ana Gloria Navarro Pentón and Dr. C. Bárbara Susana Sánchez Vignau, the Head of the Department of Information Technology, attended the virtual meeting , Dr. C. José Miguel Valdés Portal, and Engineer Michelle Pérez Acosta, Specialist in Computer Science.
On behalf of the Vietnamese counterpart Academy, in addition to its Executive Vice President, Master Pham Thi Quynh Hoa, Director General of the Department of International Cooperation, Dr. Bui Huy Tung, Head of Training for Public Officials, Dr. Dang Thanh Le , Director of the Management Science Research Institute, Dr. Nguyen Van Hau, Head of the Secretariat, Dr. Duong Van Hien, Deputy Head of Planning and Finance, and Master Le Thi Tuyet, Head of the Comprehensive Planning Office of the Department of international relations.
The virtual meeting was also attended by Joy Fuentes Saldices, Political Counselor of the Embassy of Cuba in the Socialist Republic of Vietnam and Irmina Perojo Bellido de Luna, Economic Counselor of the Embassy.
The parties agreed to the development of two cycles of scientific seminars, in virtual format, in the months of July and October 2022 and the exchange of scientific production, to be published in the scientific journals of the respective academies, as well as to work on the identification of joint lines of research. Both academies will also promote the necessary exchanges to develop the project "increasing the capacity of administrative reforms and economic and social development for high-level officials of the Government of Cuba."
The close and excellent historical ties of friendship, affection and brotherhood between the peoples, parties and governments of Cuba and Vietnam are strengthened, united by common objectives, ties that have been consolidated on the basis of solidarity, reciprocal admiration and coincidence in noble ideals and principles.
