Third edition of the Diploma in Public and Business Administration is prepared in Law, Management, Innovation and Foresight


From November 6 to 11, the III edition of the Diploma in Public and Business Administration at the Higher School of State and Government Staff (ESCEG) receives preparation in knowledge and tools related to legal bases, management, innovation and strategic prospective. Teaching on legal bases for management is taught by the professor and Vice-Rector of the ESCEG, Dr. C. Ana Gloria Navarro Pentón, together with directors of the Council of State, Ministry of Justice, Supreme People's Court and the Attorney General's Office of the Republic, which Through case studies, regulations and exchanges with students, they delve into topics such as the Constitution of the Republic, structure of the Cuban State, the organization and functioning of the bodies, the legislative schedule, the legal system, public policies, regulations legal matters, legal advice, economic contracting, criminal liability and crimes linked to administrative corruption and the legal labor regime. During the week, they also receive the management course and a part of the innovation taught by the professor and Rector of the ESCEG, Dr. C. Mercedes Delgado Fernández, who addresses the generic competencies of the cadres and applies the self-assessment instrument to the students. for their positions, in addition to projecting a video about the Management and the managerial functions of Dr. C. Ángel Luis Portuondo Vélez, constituting a tribute to his relevance and contribution to the preparation of the tables. The Rector of the ESCEG continues, addressing innovation, for which the students identify their topics for the final work and apply integrated diagnostic tools for innovation such as the link with the Economic and Social Policy Guidelines with a Pareto diagram, the projects of the National Plan for economic and social development to 2030, they prepare the cause-effect diagram and learn about other tools, through statistical software such as the box diagram. They also participate in the Havana International Fair FIHAV 2023 with a tour of the main stands of the students participating in the Diploma. They end the week with the topic of strategic foresight, taught by the ESCEG professor and methodologist, Dr. C. Lydia M. Garrigó Andreo, applying the MICMAC methods for the identification of key variables and the SMIC for the scenarios on the topic of the final work.
