Prime Minister presides over the graduation ceremony of the I Edition of the Diploma in Public and Business Administration at ESCEG

The Prime Minister of the Republic of Cuba and member of the Political Bureau, Manuel Marrero Cruz, presides over the graduation ceremony of the I Diploma in Public and Business Administration at the Higher School of State and Government Staff, held on July 20. 33 cadres graduate in decision-making positions, 12 occupy responsibilities in bodies and agencies, between Vice Ministers and Vice Chiefs, 12 in different business groups as Presidents and Vice Presidents and 9 are company directors. Participating in the act, Miguel Mario Cabrera Castellanos, Head of the Directorate of State and Government Cadres and the Rector of the institution, Dr. C. Mercedes Delgado Fernández.

On behalf of the graduates, the student Yashna Díaz Cabarrouy, Vice Minister of the Ministry of Justice, intervened in the act, who thanked them for the preparation received. The graduate of the Diploma, Víctor Emilio Aluija Urgell, Director of the GEOCUBA business group, gave the Rector a painting of Che.
The inauguration of the photovoltaic park of the ESCG with 240 installed photovoltaic panels, which deliver 638 kWh per day to the national electrical energy system, which is equivalent to providing energy to 106 homes, was a moment of satisfaction.

The Rector made a summary of the 10 weeks of the Diploma developed in a blended modality in which a broad and deep update of policies, regulations, knowledge and tools was given, counting as speakers the First Secretary of the Central Committee of the Communist Party of Cuba and President of the Republic, the Prime Minister, the Secretary of the Council of State, several Ministers and Vice Ministers, as well as other directors, together with the teaching staff, recognized for their quality and professionalism. Among the five words with which the graduates described this preparation are reiterated: integrative, useful, innovation, interesting, team, rigor, demand, innovative, unity, actuality, friendship, solidarity, necessary, commitment and motivation, among others. In the applied survey they mentioned as very positive the learning obtained, vital for training as a human being, professional and manager, good practices, innovative, creative, strategic and revolutionary thinking, planning and control capacity, leadership, the courage to serve, the acquisition of information and tools, including computer tools, necessary for the exercise of leadership and decision-making, the search for alternative solutions and thinking differently with creative resistance as our President asks us.

In addition, they highlight the environment created by the school, the interactive and participatory methods for teaching and learning that fostered the conditions for excellent teamwork based on the composition of the group and the different perspectives of the business sector and public administration. Management methods based on constant improvement and adaptation to changing scenarios stood out in the preparation; the proximity to the base and the permanent contact with the people; the application, as a fundamental component of management, of science and innovation in all spheres; communication and confrontation in social networks; the use of ICT and computerization as part of the necessary digital transformation of our society which, integrated, constitute the pillars of government management.

The Rector in her intervention expressed that this Diploma allowed an update according to the priorities and needs, oriented to the change of mentality and the generic competences for the performance of the cadres that occupy main management responsibilities. With this preparation, what was agreed upon at the 8th Party Congress by the First Secretary of the Communist Party of Cuba, Miguel Díaz-Canel Bermúdez, is ratified, who stated: “The first thing that has to distinguish a cadre of the Revolution is its deep ideological preparation , revolutionary, ethical and professional, the disposition and passion for self-preparation, in a constant learning process, working as a team and feeling the responsibility that we are cadres trainers”.

The closure was in charge of the Prime Minister who summoned the cadres to change their mentality, to maintain what is good and do things better, as the Commander in Chief, Fidel, taught us in the concept of Revolution... "change everything that must be changed”. We must improve the planning and organization of work, be more demanding without hurting, ask each day what I learned, what I was wrong about, what new challenge I must face; changing, innovating and pushing takes effort and each team must take into account the powers, attributions and obligations of the positions and demand for them. He highlighted the difference between entities whose work is marked by the staff that directs it and take advantage of the intelligence collective, such as GEOCUBA, a successful socialist state company. He called for the need for cadres to grow in our current battle, as the historical Bosses did; the cadres have to leave the Diploma with a challenge, with goals of what they must change and indicators. He urged the need for the cadres to meet in the month with all their subordinates, that they listen to them, that the meetings be fewer, last less, be more effective, that they have time for rest and dedication to the family. He insisted on the need to save energy and seek autonomy in electricity generation with renewable sources, highlighting the ESCEG initiative. With the photo of all the participants in the event, a day of successes and new challenges to overcome culminated.
