Master lecture by the Prime Minister, Manuel Marrero Cruz at the Higher School of State and Government Cadres

On January 25, 2024, the Prime Minister, Manuel Marrero Cruz, gives the master conference “Transformation of government management and strengthening of Public Administration in Cuba” at the Higher School of State and Government Cadres to the students of the III edition of the Diploma in Public and Business Administration, those of the VIII edition of the Specialty in Business Administration and Management and to professors of the institution.
He stated that the Government's projections to correct distortions and re-boost the economy in 2024 are rooted in the need to perfect and strengthen government management. He also emphasized the general objectives that guide the actions, aimed at advancing macroeconomic stabilization; increase and diversify external income; increase national production; advance the development of the business system and integration between all economic actors; transform the institutional, regulatory and organizational environment for the functioning of the economy; develop social policies and protection mechanisms for people and families in vulnerable situations; as well as reduce crime, corruption, illegalities and social indiscipline.

He reiterated the priorities for this year, which have, as a common thread, the implementation and control of projections, and, under that great umbrella, emphasis will be placed, among other tasks, on food production, the sustainability of the National Electrical System , prioritized attention to social programs and the behavior of demographic dynamics, the strengthening of municipalities, permanent exchange with the people; as well as the improvement of the selection and preparation of cadres.
He insisted on the ability to listen that must distinguish cadres, on the willingness to team up, and to bet on collective intelligence, while highlighting how much the school can contribute to this effort. The Head of Government praised the work of this higher education center that has graduated more than 15,000 professionals and recognized the work of the faculty, the exchange that they promote between the staff and the final works that they defend with diagnoses and comprehensive proposals for solutions. to historical problems in response to transformation needs.
Regarding the responsibility of the cadres in the correct conduct of the Government Projections to correct distortions, he noted. «Change, what is the first thing we have to change: the mentality», Managers must have the capacity to change what must be changed and to conduct the plans, programs and projections for economic recovery with optimism, will, knowledge and commitment to face the challenges.
