First doctoral defense at ESCEG in the Organizational Management Program

On May 30, the first doctoral thesis in Technical Sciences was defended under the "Organizational Management" doctoral program of the Higher School of State and Government, within the research area of ​​"Organizational and Business Management." The doctoral candidate, Omara Aldama López, Director of Infocommunications, Science and Innovation at the Secretariat of the Council of Ministers, defended her thesis entitled "Methodology for Obtaining Dashboards and Balanced Scorecards for Innovation-Oriented Government Management," supervised by Dr. Mercedes Delgado Fernández and Dr. Miguel Díaz-Canel Bermúdez. The development of 32 dashboards and the standardization of 731 strategic indicators across various sectors and management areas, using five case studies (health, energy, tourism, a central government administrative unit, and the 2026 Economic and Social Program), along with the demonstrated agility, usefulness, and effectiveness in decision-making during the COVID-19 pandemic and other complex situations, and the complementary use of artificial intelligence for hierarchical classification and weighting of indicators, confirm the methodology's contribution to data-driven, innovation-oriented Cuban government management.
