ESCEG and Guizhou Provincial Academy of Governance develop virtue exchange

Within the framework of the Memorandum of Understanding signed in November 2024 between the Higher School of State and Government Cadres (ESCEG) and the Guizhou Provincial Academy of Governance, an academic exchange between the two institutions took place on the morning of February 25, 2026, to agree on the activities to be carried out during the year. The opening remarks were delivered on behalf of Cuba by Dr. Mercedes Delgado Fernández, Rector of ESCEG, and on behalf of China by Mou Mingfu, Vice President of the Academy.

Directors from both institutions were present at the meeting, and among the agreed-upon activities were: the development of virtual training sessions for state and government cadres on the following topics: Guizhou Province's experiences in poverty alleviation and rural revitalization, with an emphasis on measures to boost food production and achieve the shift in the energy matrix towards renewable energy sources, and tourism development; Digital transformation for governance, mineral exploration, public health, and other topics of mutual interest were discussed.

Another agreed-upon training modality is the development of exchanges between students in the academic programs of both institutions, focusing on topics of common interest.

Both parties agreed to exchange articles for publication in each institution's specialized journals.

Today's exchange follows up on agreements reached during the recent visit of a delegation from the Chinese Provincial Academy to ESCEG last December, during which the parties exchanged ideas on methodologies for training personnel and on the Cuban healthcare system.
