Hebei International Studies University Rector's Lecture on Digital Technologies at ESCEG

Within the framework of the Memorandum of Understanding signed in 2024 between the State and Government Executive College (ESCEG) and Hebei International Studies University, Hebei University President Sun Jianzhong gave a lecture on "The Roles of Digital Technologies in Big Data, Blockchain, Platforms, Artificial Intelligence Models, Algorithms, and Robots in Improving Administrative Capacity" on April 19th at the State and Government Executive College. More than 70 participants attended, including executives from all sectors of the country and faculty members from the institution. Several executives currently enrolled in the 6th edition of the Diploma in Public and Business Administration were also present. The Rector expressed that in the wave of the Industry 4.0 era, technologies such as databases, blockchains, platforms, models, artificial intelligence, algorithms, and robots are significantly enhancing administrative capacity, making work faster, less laborious, more convenient, and more efficient. In this regard, he shared with the audience the role of these seven modern technologies in administration. He mentioned the characteristics that must be taken into account in these technologies:
1. "Data" is the foundation: it makes "the basic data of management" completely transparent.
2. "Blockchain" refers to the governance system in which subordinates obey their superiors and the entire Party obeys the Central Committee.
3. "Platform" refers to platforms and markets: they allow the "gathering of all factors" of management resources.
4. "Model" refers to standards, processes, systems, and architectures.
5. "Intelligence" refers to constantly improving the level of computer intelligence, so that computers become tools that help humans work more agilely, less laboriously, more conveniently, and more efficiently.
6. "Calculation" refers to the algorithm, computing power, and computing materials.
7. "Tool": Refers to robots.
During the presentation, the Rector discussed the methodology he developed for the design and implementation of digital technologies at Hebei International Studies University, which is known for being a smart university.
