Rector of ESCEG speaks at the 19th International Scientific and Practical Conference of the Academy of Public Administration under the President of the Republic of Belarus

On April 18, Mercedes Delgado Fernández, Rector of the Higher School of State and Government Cadres (ESCEG), spoke via video at the 19th International Scientific and Practical Conference of the Academy of Public Administration under the President of the Republic of Belarus, entitled "State Regulation of the Economy and Improving the Efficiency of Business Entities." The conference was opened by Igor Buzovsky, Rector of the Presidential Academy. On April 18, Mercedes Delgado Fernández, Rector of the Higher School of State and Government Cadres (ESCEG), spoke via video at the 19th International Scientific and Practical Conference of the Academy of Public Administration under the President of the Republic of Belarus, entitled "State Regulation of the Economy and Improving the Efficiency of Business Entities." The conference was opened by Igor Buzovsky, Rector of the Presidential Academy.

The conference participants were also welcomed by the Rector of the Higher School of State and Government Cadres of the Republic of Cuba, Mercedes Delgado Fernández, and the Rector of the Bashkir Academy of Public Administration and Management under the command of the Republic of Bashkortostan, Daniyar Abdrakhmanov.

The Rector of the ESCEG expressed her gratitude for the invitation and recalled the fruitful collaboration that has developed between the two academies since 2017, expressing her willingness and confidence to strengthen this friendly and fruitful relationship on topics such as this Conference, which has had a significant impact on our missions and on the relations between our governments and peoples. She commented on the main results achieved at her institution, with more than 18,000 graduates since its creation in 2011, including executives from the country's public and business administrations, as well as obtaining the Excellence as a Higher Education Institution accreditation.

He also emphasized the importance for the ESCEG of preparing its cadres with a focus on competencies (knowledge, skills, and values). He highlighted generic management competencies and the ethics of cadres, who must be servants of the people. Their example, conduct, and discipline are the best form of education and the foundation for leadership. They must be truly committed to their country and people, while also being competent to hold the positions they hold.

He also mentioned the opportunities for both institutions to exchange experiences and develop joint training in the area of ​​state economic regulations and the efficiency and effectiveness of state-owned enterprises. Successful results have been achieved in Cuba in biotechnology, healthcare, nickel, and exclusive products such as rum and tobacco. In Belarus, there are many competitive business environments, such as agricultural machinery, agribusiness, digital transformation, and pharmaceuticals—strategic sectors in which many companies from both countries have collaboration agreements.

Rector Mercedes invited the scientific community to the First International Convention on Innovation and Leadership in Public and Business Administration, which will be held from October 12 to 16, 2026, in both in-person and virtual formats, an occasion on which we will celebrate the 15th anniversary. She also invited the Rector of the Academy of Public Administration under the President of the Republic of Belarus to visit the institution.

From the Portal of the Presidential Academy of the Republic of Belarus, it was also learned that this conference brought together more than 150 participants from Belarus, Russia, Kazakhstan, Cuba, China, and Turkmenistan and was dedicated to the memory of Professor S.A. Pelikh. Pelikh Sergei Aleksandrovich is a well-known economist in the republic and in countries near and far abroad, an honored worker of the industry of the Republic of Belarus, a Doctor of Economic Sciences, and a professor.

In the plenary session, the participants discussed measures to protect the domestic market and support national producers; Features of state support for investment activities under high interest rate conditions; State regulation of scientific, scientific, technical, and innovative activities in the new economic conditions.

The development results and objectives of the Great Stone Industrial Park were presented. Aleksandr Yaroshenko, head of the administration of the Great Stone Sino-Belarusian Industrial Park, indicated that by 2030, the export of goods and services will amount to US$500 million, and total investment will be US$1.5 billion. He also highlighted that 3,137 people are already employed in the park, and the number of jobs will reach 11,000 by 2030.
